Dear Mr. Ravi Chandra,
As you must be aware, On June 4th 2011, the town of Kakinada of which you  are both the Collector as well as (ironically) SPCA head, indulged in a  bloodbath of dogs. The innocent and defenceless animals were brutally, painfully  and slowly killed. The ones who did not have the good fortune to die fast, and  none did, lingered to very painful and slow death. It is a shame that an SPCA  head led a brutal pogrom. And a shame that a seemingly educated responsible  government functionary is the author of a criminal  act which not only flouts  the country’s Constitution, but its laws as well : Prevention of Cruelty to  Animals Act, Indian Penal Code, Sections 428, 429, and the SPCA Act.
Take a while to view your handiwork. The agony over which you  presided. Eyewitnesses and humane citizens of the town have put it on the  Internet : 200 dogs were killed with strychnine poisoning by rogue elements  allegedly connected to the municipal corporation and some MLAs. While the community of animal activists and humane people (admittedly  small) may/may not succeed in bringing perpetrators to book, the universal law  of cause and effect, of cosmic equations (which must be balanced just as  we balanced chemical and algebra equations in school) which we in India call the  Law of Karma, will not. More than the inhuman gutter which carried out these  killings, it is officious Janus faced people like you who are the real  culprits.
