Dear all,
For your information the little dog is still tied to a pole outside the apartment building despite animal inspector Mr Santhakumar’s warning. If I understand the law correctly,  keeping a dog chained 24×7 outside in all weathers is illegal under the PCA Act (Chapter III – Cruelty To Animals Generally
f) keeps for an unreasonable time any animal chained or tethered upon an
unreasonably short or unreasonably heavy chain or cord; or
(g) being the owner, neglects to exercise or cause to be exercised reasonably any
dog habitually chained up or kept in close confinement; or
(h) being the owner of (any animal) fails to provide such animal with sufficient
food, drink or shelter).
I contacted many animal lovers in Bangalore and had hoped someone would come forward to rescue the dog or even counsel the Iranian men who claim they intend to take him back to Iran with them. The dog is still there, tied. up as always.
Going by recent newspaper reports

If indeed these men take the Dachshund to Iran, I can only imagine what his condition in that country would be, and he’s only 7 months old!

Joy is back in Delhi so now there’s no one inBangalore to provide relief.
