The female dog whose pictures I mailed earlier has died. Today, one more dog had her intestines come out. The area has been re-sutured. I had a heated argument with the SPCA doctor Dr.Diwakar. He got very aggressive and said that he would resign and that we were interfering in his work. I told him that we would be very happy if he did. He kept sitting in the office for more than 20 minutes despite having been told that the intestines of the dog had come out. Am enclosing the pictures. One of my friends who was there with me would be putting them up on facebook. They are all sick people. It’s impossible to make them see sense.
I am thinking of writing to the WSPA people. Do u think it will help? What else do u think I should do?
Regards,

Dear Payal,
Can all of you together – together – confront the ‘powers that be’ at Chandigarh & Mohali with this? With the deaths that occurred today, mentioned in Yana’s mail? How truly, truly sad. Let’s see how the rest of us can help.

this email was forwarded to me by M***** and I did not have time until just now, 5 mins ago, when i called N***i and spoke to her. She said that today, in SPCA, the stitches of two females who had undergone pan hysterectomy, opened and the intestines came out. One died. The other is in critical condition and will probably die too. Apparently, their stitches had opened more than once. From my own experience, I know that restitching can be done a second time but it is very difficult from the third time onwards. At home, you can care for such a case by giving up your own food and sleep and peace of mind. If the dog is in a shelter, she is likely to die. My question was, why are the stitches opening so often? This doctor, Dr Diwakar, seems to be very bad. I am used to the skills of Dr Majumdar, who used to work with PFA, Chandigarh. His patients’ stitches opened very rarely. Next I asked how come the incision is so big that the intestines can come out. I was told Diwakar’s incision is about 2 inches long. Majumdar used to make incisions less than an inch.
I have got sick and fed up of the battle in Chandigarh, Mohali and Panchkula. Before I left there, I tried to get all the people who claim to want to help street dogs together into a group. But after I left, they just didn;t work together. No one is bothered except N****i and a Sikh gentleman who lives in Mohali. These are the only really dedicated people there. I have sent umpteen mails to Gen Kharb and Mr Karlekar about the situation in Chandigarh – how brutally they catch (an eyewitness told us of how three dogs died during catching in a market), how they catch dogs with notched ears, how they catch very old males, how they catch very young female pups, how they catch when there are already batches waiting for surgery in SPCA, how no records are kept of where the dogs are caught and released (this finally started in some fashion after a lot of struggle but it is not properly done as people report new dogs in their areas as well as known dogs go missing) ….i could go on but you get the gist. I have never got a reply from Kharb. Mr Karlekar told me that AWBI trains catchers but never got around to organising training in CDG, Kharb would visit the city and hold talks while I was there and the papers would say AWBi was going to get docs from such and such place to train the CDG docs when there were good surgeons like Majumdar and Dr Raghu doing our dogs for us all the time….
i have no time to write more…i will cite my last and current concern right now….putting out n*****’s name makes me afraid that they will bar her entry there and then the dogs will be back to hell… so those of you who are making phone calls or sending emails to the CDG authorities should not let them know from whom you have got the info
N******, requesting you to send the postal addresses too, of the persons mentioned by you – the persons to be contacted. Especially the postal addresses of the persons you’ve mentioned at Panchkula, since you havent provided their e-mail addresses either.
M****, I wish the AWBI had the requisite staff, etc. to be able to post inspectors. Unfortunately, thats not the case.
I have marked by mail to Payal Sodhi too, of PFA Chandigarh, and intend to speak with her tomorrow. Payal, please read N*****i’s mail, forwarded to us by Madhu. Shocking, very depressing state of affairs at the Panchkula pet hospital-cum-training centre. The AWBI will of course write to the perpetrators – raise a stink, so to say ; but to actually make a difference, people from Chandigarh and Panchkula will have to get involved. Can you check this out, please?
N*****, please send postal addresses.

Video silent as no one can hear dog cry……………..if any one want to listen the sound then I will upload video with dog cry.
The International Organisation for Animal Protection – OIPA in India and PFA Haryana got complaint about community pets, stray dogs abuse during their rescue by local body authorities at Panchkula in…
Just see animal abuse video in Panchkula and Chandigarh under ABC cover…………..http://www.youtube.com/watch?v=YbHvOfrqzcU
Yesterday we had a rally in several cities across India to protest against brutality towards animals. Please take a look at these pictures – yhough they’re fuzzy they will make you sick as they did me – and read the mail below: this is brutality by the very people who are supposed to protect the weakest of the weak. Greed seems to have got the better of them.
When I received this mail, I got in touch N****i and asked for details and she told me that all the NGOs in Chandigarh are operating on dogs as young as 3-4 months old. The dogs and pups are released too soon, the sutures open and hundreds of them die of infection.
Can the AWBI not appoint inspectors who have no axe to grind at each facility to oversee the ABC programme and ensure AWBI guidelines are followed?
I have forwarded this mail to you because I believe some or all of you, in your official/unofficial capacity, can help N****i bring some relief to these poor street dogs of Chandigarh/Panchkula.
Thank you,
Regards,
M*****

Dear Aparna and M*****,
I need ur help. This is very very urgent. I visited the Panchkula pet hospital-cum-training centre on Friday. This is the place where the Chandigarh municipal corporation people get dogs three days in a week for sterilisation. Even the Panchkula dogs are brought here for sterilisation. The condition is really bad. Something needs to be done immediately. It needs to be stopped as soon as possible. I strongly feel that the focus is on numbers as the remuneration is lucrative. It is Rs.775/- per dog. They are openly slaughtering animals in the name of ABC in complete violation of the ABC Rules.
Here are the details-
In Chandigarh, catching for ABC is being done by the municipal corporation people and it is done 6 days in a week. Earlier, all dogs caught were brought to SPCA but some time back, they decided to get dogs to SPCA 3 times a week and to the Panchkula pet hospital-cum-training centre for the other 3 days. They are blatantly violating the ABC rules which very clearly state that at one time only one lot of dogs is to be brought to a shelter and till that lot is released another lot is not to be picked up. Dogs are kept in unhygienic conditions and there is no segregation. 4-5dogs are kept in one kennel.
In Panchkula, catching of dogs is being done by a private contractor who is paid Rs.260/- per dog for catching. He is catching dogs from different areas on any particular day and worse is that he is picking up pups also. The Panchkula dogs are taken to the Panchkula pet hospital-cum-training centre where they are subjected to immense cruelty. I was shocked to see the condition of the dogs there. I managed to click a few pictures which I am enclosing with the mail. Almost all the female dogs had their sutures open and there were flies in the cages which were also dirty, thereby increasing the risk of infection. There was no doctor available for treatment. I also noticed that in many of the female dogs, even the area required to be shaved off for surgery was not shaved properly. On contacting the doctor in-charge on phone, he had the audacity to say that his job was only to operate and post-operative treatment was not his concern. These dogs with open wounds were ready for release as per the attendant present there at the time we visited. I wonder how many dogs have already been through this torture and how many more innocent ones are going to go through it, if all this is not stopped immediately. At the Panchkula hospital, I suspect that the surgeries are being performed by trainees and no post-operative treatment is being done. It was very evident from the condition of the dogs there.
We need to do something immediately. Please put it on ur respective networks. Am hoping it helps.U both are more experienced in handling such issues,so would know better. Let me know if u need to know anything else.
